WebI would be fine with tying these to Skeleton Ships. The ones out in the world and that spawn on you can have a few (they shouldn't fire them, they can still use Curse Balls), but these should be minimal (maybe 2-3). Then, make the Skeleton Fleet the primary source of getting a good amount of them.
